can jelly lens be used on a camera?

Yes, they can but you can still see the edges of the lens and sometimes the colour of the lens (bah!). How obvious it is depends on how big your camera lens are. The bigger your camera lens are, the more the jelly len's edges will be exposed. Jelly lens are designed for camera phones, that's why. On them, no edges will be exposed.

Tip if you wanna eliminate the possiblility of the lens' colours appearing in your pictures: Turn off the flash and find a place with less light exposure.
