Because...
1. Formspring allows full anonymity and people want that, I guess. No need to come up with lame names like "passerby", "ABC".
2. No word limit for my reply to the questions (hate restrictions).
3. Formspring lists your questions out and all you have to do is answer them one by one. Don't have to scroll down a measley tagboard looking for people's comments.
4. Formspring is interesting and tagboards are blah.
5. MOST IMPORTANTLY, TAGBOARDS ARE TACKY AND UGLY.
